It's no secret Oregon has a serious lack of affordable housing but it'll be much worse if we don't do something about the crisis confronting mobile home parks. Sixty-five parks have shut down since 1990, around half in the past two years. A total of 2500 spaces lost. The Legislature should provide relief to residents who've had their lives turned upside down by a park closure.

The clock is ticking. In February residents in Wilsonville's Thunderbird Mobile Club received a closure notice. Another 270 spaces gone. 140 spaces at Saddle Butte Mobile Manor near Roseburg are also at risk. These are among many communities experiencing growing pains due to rising land values.

We are working with a coalition of mobile home tenants, park owners, and housing advocates on a package of legislation to assist these displaced park residents. House Bill 2735 calls for shared responsibility.

Part of the responsibility falls on the landlord to pay up to $9,000 per home for tenant relocation. The state provides an enhanced $10,000 tax credit. Cities freeze the property value of the land and can no longer adopt local laws on park closures. Mobile home owners still bear much of the costs.

This proposal addresses short-term symptoms to a long-term ailment. The cure involves empowering mobile home owners so they can purchase these parks and efforts are underway to do just that. Park purchases take a lot of time and money. Only two such deals have occurred in the past decade in Oregon. The cure also involves changing our land use system to map out a long-range strategy for affordable housing.

In the immediate future, we must help the people impacted by park closures. A majority are low-income seniors. For some, the next move is a nursing home. The stories are heartbreaking. Their life savings went into this house. The home is too old to be moved. The nearest vacancy is 100 miles away. These residents don't just occupy a space for rent. They invested in landscaping, carports, and the community they call home.

Park owners also deserve respect. Decades ago when cities needed land for affordable housing, mobile home parks were a handy option. Skyrocketing land values now pressure those landowners to sell. For example, Thunderbird was there before Wilsonville was a city. It'd tempting to force landlords to cash out the tenants when a park closes, but property rights and fairness issues should also be considered.

A handful of cities have adopted their own laws regarding park closures. These local ordinances face expensive court challenges. We think a statewide solution is preferable.

Your help is needed to make this new legislative package successful. Please talk to your friends and family around the state. Urge them to contact their legislators and support House Bill 2735. If you truly care about maintaining affordable housing in Oregon like we do, then please join us in this effort.

RICHMOND — Code Enforcement Officer Douglas Marble's weekly inspection of Meadowbrook Mobile Home Park — which has been cited for code and safety violations by both local and state regulators — resulted in a mixed report card Wednesday.

During his inspection of the Hatch Street mobile home park, Marble noted that a deck with a hole in it had been removed. But melting snow revealed junk and debris he had not seen before. Items discarded improperly on the property include a swing set and a mattress.

"He's still got about eight violations," Marble said of the park's registered agent, W. Russell Edwards Jr. of Peaks Island.

Mobile home number 14 had a new door, and what looked like a door frame lay near the steps. The gray wooden steps sagged as Marble walked up them. They were unsupported and not made of treated wood. "The whole thing doesn't meet code basically," Marble said of the stairs this morning.

Last week an inspector from the Maine Manufactured Housing Board inspected the park and found 13 new violations. Lowell M. Smith said the infractions include two abandoned propane tanks, six unsecured homes and three junk and nuisance violations.

Marble found one home with a locked door Wednesday, but he was able to unlock it after putting his hand through a broken window in the door.

When reached by phone this morning, Edwards declined to comment on Marble's latest findings and the ongoing state investigation.

Marble wrote a violation order to Edwards earlier this month detailing 10 violations, including three homes he deemed unfit for habitation. Since he sent the letter, two of the homes have been fixed and contractors are working on the third.

Repairs on the third home include installation of a new floor. Marble said in his letter to Edwards that both a tenant and furniture had fallen through the floor. Edwards has said he sent someone to fix the home but the tenant would not let that person in.

Edwards has said that a number of the mobile homes are owned by the town because of tax liens placed on them. Town Manager Thomas Fortier said that town officials will work with Edwards to remove units 13, 15 and 17 later this spring. He said that Edwards has talked with him frequently about making improvements at the park.

"He's making significant progress and we have a collaborative relationship going on now," Fortier said.

Marble said he would recommend to the selectmen that they give Edwards time to finish repairs until the town removes the mobile home and the park should then be in compliance with municipal codes.

Councilman: Some southeast DM areas look 'uninhabitable'

4 City Councilman Brian Meyer is forming a citizen's task force to outline ways to clean up several southeast Des Moines mobile home parks.

Many residents during the recent Ward 4 council election spoke out about perceived poor living conditions and aesthetic shortcomings of some of the area's most rundown mobile home parks. The issue also factored prominently at a town hall meeting Meyer held last month for all of the ward's neighborhoods.

The task force evolved from a town hall meeting, where Meyer solicited volunteers to serve on the committee.

Possible solutions range from cleaning up the mobile home parks to relocating residents to alternative housing, Meyer said.

Meyer identified the mobile home court at 3140 Indianola Ave. near Weeks Middle School as the first property the group will likely address.

"The living conditions there, I think, are deplorable," he said. "... Some of them appear to be almost uninhabitable."

The property in question is owned by Richard L. Clark, 3140 Indianola Ave., Trailer No. 7, Polk County Assessor's records show. Clark could not be reached for comment.

Other mobile home parks' residents and city leaders have expressed concerns about include those located at:

- 2825 S.E. 14th St., owned by Glenwood Investments, LLC, 4626 S.W. Ninth St., Suite 100.

- 4315 S.E. 14th St., owned by Bonnie England, 15330 Ash St., Hesperia, Calif.

- 1222 E. Emma Ave., owned by Dora Barron, 2332 E. Walnut St.

Conditions at several of the mobile home parks are listed as "below normal" to "poor," according to county records.

Redeveloping the sites along Southeast 14th Street was identified as a key priority in a recently completed revitalization study commissioned by the South Side Revitalization Partnership.

Lessons were learned from the troubled 2004 closure of the Highview Mobile Home Park on Southeast 14th Street, Meyer said.

A car wash now occupies the former mobile home site.

The Highview shutdown was fraught with problems finding replacement housing for its roughly 400 residents, many of whom were Hispanic.

"I'm very familiar with that situation," Meyer said. "That is what I am trying to avoid."

The task force will work with city staff, the Iowa Department of Human Services and the state's Division of Latino Affairs to develop proper plans for each of the mobile home parks, Meyer said.

The task force is still being formed and no timetables have been set to establish action plans for each of the mobile home parks.

CLEVELAND - A Sunday afternoon fire destroyed a house, two mobile homes, and three vehicles in White County.

The fire was on New Bridge Road just off Duncan Bridge Road, east of Cleveland.

White County Fire Chief Dickie Howard said some off duty fire fighters from Habersham County were driving by and spotted the blaze. The Habersham County Fire Department helped White County firefighters battle the blaze.

According to Howard everyone got out okay, fireman did save a cat from one of the buildings though all its fur was singed.

The cause of fire is unknown.

The two mobile home were being used as storage and it is believed that the fire began in one of the mobile homes, spreading rapidly to the other, the house and the vehicles.

The American Red Cross was called in to assist the displaced family with their immediate needs.

County mulls extension of mobile home park conversion ban

County staff plans to recommend that the Board of Supervisors extend to two years a recently adopted 45-day ban on conversions of mobile home parks to other uses.

The maximum time allowable for the 45-day urgency ordinance, which was adopted on a 4-1 vote Feb. 27, to be extended is two years, according to county planning staff.


“County staff will probably ask the board to extend the mobile home park moratorium to the maximum allowable two-year time limit,” County Planner Ted Bench said.

The supervisors will meet Tuesday, at which time a public hearing is scheduled to decide whether to extend the current moratorium or let it expire April 11.

To extend the moratorium, the vote has to be four-fifths in favor, Bench said.

Staff will ask for the extension to give them time to develop a permanent ordinance regulating mobile home park conversions - the county presently has no ordinance for park conversions or closures - and a work plan, Bench said.

The work plan would likely include avenues for creating more mobile home parks within the county, incentives for mobile home park owners to not convert or close their parks and the possible creation of a new land-use category specifically for mobile home parks.

“(Planning staff) will attempt to complete the assignments in much less time, perhaps within a year or so,” Bench added. “If staff brings new ordinances for the board to adopt in less than two years, we will also be asking ... to cancel the moratorium at that time.”

There are 40 mobile home parks in the unincorporated parts of the county, with a total of 2,600 spaces.

It's estimated that at least 6,000 people live in the 40 parks, most of whom are on fixed incomes and couldn't afford to live anywhere else.

Additionally, a new mobile home park hasn't been built for at least the last 10 years, according to county staff.

If the moratorium is extended, there would be exceptions allowing conversions and closures. Those exceptions include health and safety issues at a park that can't be abated or a demonstration by the owner of severe financial hardship, such as bankruptcy.

Meeting Tuesday

The San Luis Obispo County Board of Supervisors will meet Tuesday to decide if a 45-day ban on mobile home park conversions will be extended to two years. The meeting will start at 9 a.m. at the SLO County Government Center Board Chambers, Room D, 1055 Monterey St. in San Luis Obispo.

SAUK RAPIDS — The closing of Blue Skies Mobile Home Park in Sauk Rapids has left residents with questions city officials hope to answer Monday.

In January, park owner Curt Baumgart filed a closure statement, which serves as a nine-month notice that the park will be closing this fall. It is one of two mobile home parks in the city.

"I don't know what we're going to do," said resident Ruth Bakeman, who has lived in the park for 13 years. "(My questions) haven't been answered, not yet."

The City Council will hold a public hearing Monday and could decide on relocation and compensation costs Baumgart will be required to pay residents.

Officials have stepped in, as required by state law, to ensure occupants of the 12 mobile homes receive fair compensation for the financial blow of having to relocate their homes or find new housing.

Baumgart did not comment about the decision to close the park, the proposed compensation plan or how the land will be used.

For Bakeman, the City Council decision will influence where she lives next. Her 1966 trailer may not survive a move, and many nearby parks will not rent to her without costly upgrades. She would like to abandon her trailer and find housing elsewhere, she said.

"We really don't know what's going to happen," Bakeman said.

City officials have outlined scenarios in the proposal that they hope will help residents.

One would require the park owner to pay full relocation costs to move a trailer within 25 miles of Blue Skies, and up to $1,300 for updates required to meet standards in other parks.

Another would compensate residents who wish to abandon their mobile home and transfer responsibility of the homes to the park owner. Residents would receive whichever is greater: the assessed value of their home for tax purposes or six months rent.

"I want to make sure the people in this area, the residents in Blue Skies, are able to find housing for themselves so they do not end up homeless," City Council member Marilyn Patterson said.

City officials have met with residents and formed a sub-committee to research relocation costs and structural standards in nearby parks. They also considered other city's ordinances and hope to eventually adopt their own.

Planning Commission approves application for new housing at mobile home park site


The Douglas County Planning Commission on Thursday voted to approve an application to construct a housing development on land currently housing the Saddle Butte Mobile Manor.

The commission voted 5-1, with Commissioner Brian Parkinson opposed, to grant the request from L&H Lumber Co. to create 133 zero-lot-line, single-family homes over a three-phase project. The plans call for 140 mobile home spaces — about half of the entire mobile home park off Highway 99 in Winchester — to be replaced with stick-built homes.

At the same time, the commission rejected a condition recommended by the Douglas County Planning Department for L&H Lumber to pay residents of the mobile home park $2,000 each in moving expenses or to pay half of their actual relocation costs.

While several planning commissioners sympathized with the burden placed on residents forced to move because of the development, they said they were only following the law. They said landowners have the right to change the use of their property.

“The fundamental issue has been for me from the very beginning property rights, the ability of a person to own their property and to dispose of that property,” Chairman David Jaques said. “Whether that sounds callous or not, that is a foundation block to a free republic and is what sets us apart from all other nations of the world.”

The economic impact on the residents forced to move will be compounded, Parkinson said, by the lack of available space in other mobile home parks. Many of the mobile homes in the park are older models that he said don’t have much value and can’t be moved. That, he said, will create a great hardship.

“Most of these people fall into the underprivileged segment of the community, with many being elderly people dependent solely upon Social Security,” Parkinson said. “The argument that this will replace one form of affordable housing with another is ludicrous for those individuals who now reside in Saddle Butte Park, especially when starting unit prices for these new homes has been quoted ... in the high 100,000-dollar range.”


About 50 people attended the hearing. Several people walked up to Parkinson and shook his hand as they left the meeting room in the Douglas County Courthouse.

“I’m pretty much disappointed,” Saddle Butte resident Sheila Lawrence said while promising there would be an appeal to the county Board of Commissioners. “We’re not going to do down. If we do, we’re going to go down fighting.”

Lawrence and other residents said they planned to continue their efforts to purchase the park. Under Oregon law, mobile home park residents have the right to negotiate with the landowner to buy the park.

Mobile home residents who are displaced must be given at least six months to move once they’ve been given notice. Under state law, landowners do not have to provide relocation expenses if they provide at least a year’s notice.

Despite the land use application, L&H officials previously said they had not made a decision on whether to move forward with the housing project. Thus far, residents have not been given a notice to vacate.

On Saturday, a meeting of the Saddle Butte Residents Association will be held to provide information on the Planning Commission decision and to discuss the positive and negative effects of forming a housing cooperative. A vote will be taken on whether to form a co-op or an incorporated, nonprofit association.

Several outside experts who have worked with mobile home residents in other parts of the state will also speak.

The gathering will take place from 1 to 3:45 p.m. at the New Beginnings Christian Assembly, 518 N.E. Nash St., Roseburg.

Yahoo! (YHOO) is putting its stamp on the mobile Web.

The Internet giant announced this week that its mobile oneSearch service can be accessed from about 85% of U.S. mobile phones. Yahoo! is betting big on oneSearch, a beefed-up version of an offering that debuted in January that will serve as the default page for Yahoo!'s Web browser.

The quick, high-profile rollout of oneSearch signals that Yahoo! intends to push its advantage in this emerging space over Google (GOOG) . Yahoo!'s service counts 7% of mobile users as customers, compared with only 4% for Google, according to research firm M:Metrics.

And while Google has publicly said it doesn't expect mobile to boost its bottom line until 2008, Yahoo! seems to think the time for a thrust is now.

"This will be the year that is the tipping point for mobile and mobile search, and we are going all out to win that," Yahoo!'s director of mobile Web, Lee Ott, said in an interview. Ott said that the combination of Yahoo!'s search strength, partnerships with content providers and editorial capabilities are what give it an advantage when it comes to mobile.

Indeed, while Google's lead only seems to be expanding in the desktop space where Yahoo! once ruled -- figures released earlier this week by research firm comScore showed that Google continued to gain market share in February, while Yahoo! remained flat -- the mobile Web provides Yahoo! with an avenue that plays to its strengths.

And ironically, Yahoo!'s relative lack of technical sophistication when compared to Google may give it an advantage when it comes to mobile. That's because unlike Google, the older Yahoo! chose to develop much of the content users navigate to through its homepage, or to work closely with other content providers.

On a PC, Google's famously powerful search algorithm quickly guides users to whatever information they seem to be searching for, thereby mitigating the need to create much of its own content or work very closely with other partners.

But in many ways, the emerging mobile frontier is a throwback to the earliest days of the Web. With small screens and keyboards, navigation is a hassle and a far cry from type of expansive Web surfing PC users have grown accustomed to. This in turn puts a premium on being able to serve up the relevant information quickly and predictably. This can give Yahoo!, with its enormous reservoirs of content, an edge.

This content, which includes everything from restaurant reviews to stock prices, is especially powerful when tied into the oneSearch platform, which allows users to tap into it through keywords. Typing in "pizza," for example, would identify not just local pizzerias but ratings and comments entered by other Yahoo! users. Looking for "apple," meanwhile, would pull up the Apple's (AAPL) financial information and also locate stores in the area.

Typing in "apple" on a Google mobile device, on the other hands, draws up a list of links, the first among which is to the company's Web site. While that's fine for a PC-based user, it's less useful to a Web surfer than taking a guess based on the context of the search.

"This is a big move for Yahoo! and goes against the notion that Google is ahead in every way," said Tim Boyd, an analyst at Caris & Co. "When you look at Google's approach, it's not really differentiated from the way they do search on the PC."

Boyd said the next logical step for Yahoo! is to push mobile hardware markers to include the service as a default on their devices. But that will not be easy, given how hotly contested and highly lucrative the mobile space is expected to be. Google CEO Eric Schmidt has repeatedly talked up the prospect of mobile search as of late. He revealed during the company's fourth-quarter conference call with investors that Google had evidence that revenue there dwarfed that of PC-based search.

Google's obvious focus on mobile search and reputation as a generous business partner may make mobile device makers think twice about getting too close to Yahoo!, Boyd says. That's especially true now that search providers often have less power than the partners providing them traffic, as was recently illustrated in the back and forth between Yahoo! and AT&T (T) .

Google, for its part, can hardly be expected to stand still. During the company's last conference call with investors, the company said it is investing heavily in mobile technologies -- but that investors should not really expect to see the impact on its financial performance from mobile until 2008.

And while it doesn't have Yahoo!'s content reserves, the amount of cash it brings to the table will make it a keen competitor.
